Bold is mine.
What does it means exactly?
...so, if I take a weapon with "Parry", I get a permanent +5 to Defense? Isn't it a bit too powerful?

You get the Talent even if the maximum has already been learned.
So say parry could be learned up until 5, you can still get the talent effect from your weapon stacking it up to 6.
so no matter what you get the talent.
